Is there any way to set up a WebEx Meeting without the recipients seeing the other invitees (BCC)?

Sure. Use BCC in Outlook/Gmail if you’re using the scheduling integrations. IIRC the Webex Meeting web scheduler sends individual emails to each participant as well.
