We have someone with a Mac currently in Webex, when she tries to turn on her camera it says no camera found is it connected to another app. It is not connected to another app. Any advice?

Try below settings.
On your Mac, choose Apple menu > System Preferences, click Security & Privacy, then click Privacy.
Select Camera.
Select the checkbox next to an app to allow it to access your camera.
To make changes you need to unlock.

You can also view any Apps that currently have permission to your camera under when reviewing the link provided above (System Preferences > Security & Privacy > Privacy > Camera), which may give you clues about which App may be open and possibly using your camera.
