cisco 5508 AP are not failing back to primary controller

we have at a remote site 2 x 5508 WLC as primary and seconday not HA.

we both were booted all of the APs associated with the secondary Controller.

I check the config on the AP and it is setup correctly to have the Primary first and the other controller second.

both controller have OS version 8.0.121.0

beside restarting the APs why didn't they just connect to the primary.

I also did a reboot on the primary hoping it will fix the issue but it didn't

Did you configure AP failover?

maybe that's your issue
