Questions
Level 1
Level 1

I am using CAP-2702I.
At 2.4Ghz, download speed 5Mbps, upload speed 42Mbps
At 5Ghz, download speed is 185Mbps and upload speed is 133Mbps.
When connected to 2.4Ghz, the client comes out at 104Mbps.
What makes downloading slow

2.4Ghz and 5Ghz are connected to the same AP.

Can be the channel utilization. 5ghz have more usable channels and this better to have clients connected to than 2.4ghz.

Scott is correct.
Issue is most likely co-channel interference of the 2.4 Ghz.
If your smartphone continously picked 2.4 Ghz over 5.0 Ghz (at close range to the AP) then something is wrong with the firmware of the phone.

If the phone is Andoid OS, have a look at an app called Wifi Roaming Fix.
