I'm wondering why the "allowed power levels" are different from one 3602i to another 3602i:
(WiSM-slot8-1) >grep include ap-wbh-181-5 "show advanced 802.11b Press yes to continue(y)y
ap-wbh-181-5 *1 *7/7 ( 4 dBm) [22/19/16/13/10/7/4/4]

Both AP's are:
AP Model......................................... AIR-CAP3602I-A-K9

Here is the 3602 power level. So it does depend on what the setup is and how many antennas.

That is the same as I show. All AP's on channel 1 max is 22 and 6 & 11 is max 23. I have a mix of 3602i and 3602e max at 23 but I have a RAP on channel 1 3602i max at 22.
Try to flip them on different channels and see if that makes a difference.

Yep, confirmed channel 6 & 11 show different max/mins than channel 1 does.

If you check out the 3600 data sheet there is a comment about the power but no specifics
Note: The maximum power setting will vary by channel and according to individual country regulations. Refer to the product documentation for specific details.

Interesting. I'll have to look into the FCC regs for 2412MHz vs. 2437.
I'm more interested in the differing "minimums" than maximums. Came up while trying to simulate a certain High Density deployment, where 8+ neighbors have their lowest power setting (8 for 6/11 or 7 for 1). Not terribly important, more of a curiousity thing.

That's a good spreadsheet, thanks. It does show the differing "max's" depending on freq. & regulartory domain.
