We have a Cisco 4402-25 running software version 7.0.98 and we are interested in getting a new 5508 controller. My question is can I load balance between these two or can one act as a master and the other a slave? Thanks

The most common scenario people have done is set the AP to join WLC 1 as a primary controller and set WLC 2 as a secondary controller. Cisco has recommended (or admitted) that inter-controller roaming should be avoided at all cost.
Inter-controller roaming, still at it's "infancy" stage since 3.X, is still being perfected.
