We are planning a migration to 802.11ac and I have a few questions. We currently have 330 APs spread across 2 5508s approximately half are in local mode the rest in Flex Connect mode. We also have several autonomous outdoor APs, some of those are being used as bridges.
Does the 5760 support outdoor APs in flex connect mode?
Is the 300 minimum AP limit for the FLEX 7500 and the 8500 a hard limit? Meaning would they not work if we only had 299 APs?
Will we be able to migrate the AP licenses currently installed on the 5508s to the new controller(s)?

As at today, only WLC 5508 with code 7.5.x will support 11ac, not any other controller (like 5760,3850,etc). As per the below document(table 2.2) 5760 only supports Local Mode or Converged Access deployment. No flexconnect support.

Do not know about licence migration from 5508 to 5760.

License is separate and you will not be able to transfer license from a WLC to a 5760 or 3850.

No, the 5760 does not support outdoor APs in flex connect mode.
