+ Make sure that  your ap1g8 image file is in sync with  the 9800 wlc bin file (not having mixed up versions in a tftp directory)
+ If all of this does not apply then  try to convert from another version then 17.12.3 , preferably use a new tftp
source directory to put the files in (to avoid confusion)

What version is the AP currently running?
Did you observe the upgrade path as per the release notes?
https://www.cisco.com/c/en/us/td/docs/wireless/controller/ewc/17-12/rel-notes/ewc-rn-17-12-x.html#upgrade-path-to-cisco-ios-xe-dublin-17.11.x
I find it is generally safest to first upgrade to the CAPWAP version of the same release, still following the correct upgrade path, which means you might need to upgrade to 17.3.x or 17.6.x first and only then attempt the conversion.

So install the interim version (if required) then upgrade to https://software.cisco.com/download/home/286324892/type/286288051/release/15.3.3-JPQ2 and then attempt the conversion to EWC 17.12.3
