Hello everybody.

Can you tell me if the 9800 supports accounting without an IP address for the client. It works at 8540.

  - @a-s-kurchenko75                     Could you post an example of such an accounting record as you see it on the 8540 ?

WLC 8540 (running AireOS) commonly supports sending RADIUS accounting start messages immediately upon Layer 2 authentication—even if the client's IP is not yet known—the Catalyst 9800 (running IOS-XE) handles this differently.

Need more context here to address correctly or check below guide :

How to Ask The Cisco Community for Help

@a-s-kurchenko75

https://www.cisco.com/c/en/us/td/docs/ios-xml/ios/ipaddr_dhcp/configuration/xe-2/dhcp-xe-2-book.pdf

IOX-XE seems to implemented some changes regarding this. With AirOS, Accounting records could be sent before DHCP completes. With IOS-XE Framed-IP-Address attribute is populated after DHCP assignment.

If you can, it may be interesting check with TAC but I am pretty confident that this change may explain your question.
