Ability to Disable AP Fallback to DHCP When Configured for Static IP

I have a AIR-CT2504-K9 controllert (version 8.5.182.0) with 20 APs. All of them except 2 are power up with PoE. The two that are not working with PoE connect to the WLC with the Fallback Ipv4 Address, and not with the static IP address configured. I guess because those 2 APs connect before the WLC finishes booting and they get the Fallback IP. Both Fallback and static IP are on the same subnet, so the APs work fine, but would prefer to use the static IP as they are monitored with that IP.

Is there a way that when there is a static IP configured, the AP uses it instead of the Fallback IP?
