Access to the WLC for Lobbyadmin

I have a 2504 WLC network 10.0.0.5/24, within this network I have full access to my WLC. Using the same host outside the network can not access.

1. I can not ping this address
2. I can ping any address within that network unless it
3. Port 443 and 80 run through the telnet-oriented
4. Already tried many browsers
5. The routing is OK

I need to access the WLC from another network 172.27.50.0/27 Lobbyadmin.
