We have an issue where we are trying to migrate users off our PSK SSID over to an 802.1x SSID. I would like to do a web redirect once the user is connected to launch a page explaining that the PSK SSID will soon expire and to make effort to migrate over. Is this possible with PSK?

This cannot be accomplish with a psk ssid. There is no way to invoke the web redirect, you will have to use a solution like ISE to perform that function.

So looking at the L2/L3 matrix WPA2 PSK / Passthrough is allowed. So if I am able to use the Over-ride Global Config area and manually specify an internal or customized webauth. I know with a custom webauth package I can use a simple acknowledgement page. I was just trying to find a way for users to not have to click OK to continue.
Otherwise yes, ISE is my only other solution.

yes you can do PSK and passthrough , this is supported , in link below you can see its supported :
