We were using ACS 3.3 and winows 2003 AD server previously for authentication and we were using NAR in ACS for limiting the wireless users to a SSID.

Recently we have migrated with windows 2008 R2 AD server . Now , Network access restriction is not working as expected . Kindly suggest .

Your issue is due to 3.3 not supporting AD version 2008. There are two options, migrate to a newer version of ACS (5.6 is the current) or downgrade AD to 2003 (I believe you can do this on your 2008 server)

3.3 Went end of life in 2009.

Yes , ACS 3.3 does not support Windows 2008 AD Server .  You can go for ACS 5.6

ACS 5.6 supports all editions of:

    Windows AD 2003
    Windows AD 2003 R2
    Windows AD 2008
    Windows AD 2008 R2
    Windows AD 2012
    Windows AD 2012 R2
