Is there an FCC regulation that restricts 802.11g 15db antennas for use on this model AP (AIR-LAP1242AG-A-K9) in the US?

The FFC restricts using any antenna that has higher gain than the largest produced by the AP manufacturer:
This also depends on the type of antenna. So take a look at this list of Cisco-made antennas. If you can't find an antenna of the same type and greater-than or equal to your antenna's dB, it is not allowed by the FCC.
