Aironet 1100 as repeater: radio disabled!?!

I followed the directions according to the configuration guide 12.3(8)JA but the repeater never connects to the root AP and I notice the radio is "disabled" after setting the AP in repeater mode and it will not let me enable it. Any ideas as to why I cannot get the two Aironet 1100 AP's to connect and why the radio would be "disabled"?

Make sure the basic setings such as SSID, Security match on the access point. Also Make sure half the coverage area of the repeater should fall into the Access point coverage area

I have no security in place and the SSID are the exact same. I have the AP's about 15 ft apart so the coverage should be fine. The parent mac address is correct. Any other ideas? Thanks in advance.
