Aironet 1540 change factory default mode from bridge to local

I received an AIR-AP1542D-B-K9 outdoor AP that has the factory default ApMode set to bridge.   (Most new APs I receive have a factory default ApMode of local.)  I tried setting the mode to local, then factory reset, but every factory reset returns it to ApMode Bridge.  How can I permanently change the factory default on this AP to ApMode Local?

If you follow what Leo mentioned, that should convert the ap.  There is no need to keep factory defaulting the ap, if that reverts it back to bridge, then maybe you need to clean out some files in the flash.
