In many documents it's reported that Aironet 350 AP and client adapter can reach 100 mW as transmit power but my aironet APs and clients (both with diversity antennas) let me select 50 mW as maximum power. Is it normal? There is something i can do to reach 100 mW and increase the coverage for each cell?
Everything, software and firmware are updated to the very last releases.
Thank You.

Maximum power setting will vary according to individual country regulations.
Need to know that do you have a setting for 100mw under tx power or not.
Along with that need to know the part number of AP that you got which you can find on the bottom of AP. Make sure you have AIR-AP352E2R-A-K9.
Where A stands for America which will allow 100mw tx power.

Is there a possibility to change the country-setting of the card?

No this is fixed and can only be changed in the factory.
If you have purchased this in a country that does not have the power restrictions then you should take them back to the place you bought them
If your company has moved them between countries then there is no way that this can be changed.
