I wanted to deploy an anchor WLC. What cisco model do I suggest for a small and medium enterprise.

Hi,
The selection of the guest anchor controller is a function of the amount of guest traffic as defined by the number of active guest client sessions, or as defined by the uplink interface capacity on the controller, or both.
3504 - 4 Gb throughput - I will go with it as it support small and medim enterprise
5520 - 20 Gb throughput
8540 - 40 Gb throughput

Considering this wlc will help to form eoip tunnel with 2500, 5500, cisco flex 7500 WLC, What is the minimum license required for 3504 WLC to act as an anchor wlc?
Also what the ordering guideline/BOM if I need to order this product.

I don't think there is an order guide for the 3504.
The ability to roam between different controllers is more to do with the software version than the hardware platfom - you can review all of the possibilities here - https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#pgfId-149658
(Basically it all works any way you can think of it, so long as you avoid v5 software, which should be easy as its so old)
BoM below is about what you'll need, though be aware this is based on a UK region spec - if you're elsewhere you might want a different power cable, different support options, remove encryption license, etc... Also remember that the 3504 is limited to an absolute maximum of 3000 Clients / 4Gbps - if you're even half way to this I'd consider using a bigger WLC.

Incase of deployment of the same model of WLC in HA-SSO mode at the local site. Not as an anchor WLC. WHat would be the license details in the BOM. Same Bom is applicable?

then you need to buy two WLC>
Primary with X AP license : AIR-CT3504-K9
Secondary (Just chasis): AIR-CT3504-K9

I don't really know anything about Singapore I'm afraid, but here's the list you can pick from for a 3504 in CCW. If what you need isn't in the list you'll just have to buy one separately. The power adapter for the 3504 needs a C5 type power cable.
