ANT2524 Dipole Antenna RF Radiation Pattern

I have a question about the ANT2524 antenna which I am using with the AP3702e. The gain for this antenna is 4 dBi in the 5 GHz band according to data in the AP3700 deployment guide. Can anyone confirm that the Asimuth RF pattern at 5 GHz in the deployment guide is normalized (ie excludes gain)? Therefore, for the total, gain, the antenna gain (4 dBi) must be added to the gain shown in the RF radiation pattern?

There are two types of "2524" antennas. The articulated "rubber ducks" AIR-ANT2524DB or AIR-ANT2524V4C patch antenna.
Radiation pattern of either one included.

The ANT2524DB has a gain of 4 dBi in the 5GHz band. If I use this antenna with a setting of 12 dBm (ie PL=2 at chnl 36), is the actual transmitted power equal to 16 dBm which is the power setting plus the antenna gain? Thanks.
