If business that had a couple of AP-1100-802.11-b&g configured according to ETSI, limited in power...
....has moved to a new location that is outside that power regulation, how can AP 1100 be reused but with full power cause power is not so strictly limited in new location.

If you are referring to the power settings where in such a case you are in a country that is limited to 50mw and you buy an access point for that particular country's power and channel plan, there is no way to modify this. This is setup in-factory on the Access Point.

...Yes I realise that, like with all AP from other vendors it is set by factory. I believe it is a software limitation and that in my case-scenario there must be some kind of patch offered by factory to resolv this issue... I mean thats logical to me....

Nope there is no such software patch. The country specific images are not field upgradeable. Cisco does no provide for country configuration anywhere but in Cisco Manufacturing.
