Hello, I have detected the same problem: Operational Status DOWN (only 802.11a) but I have checked the Admin Status and the Network Status, and in both cases are Enable.

In my case the APs are AIR-AP1852E-C-K9 and according to the datasheet they need 20.9 which is what the switch is currently providing:

Gi1/0/3 auto on 20.9 AIR-AP1852E-C-K9 4 30.0
Gi1/0/4 auto on 20.9 AIR-AP1852E-C-K9 4 30.0

Gi1/0/6 auto on 20.9 AIR-AP1852E-C-K9 4 30.0
They are the only devices connected to this switch in need of PoE, that is, it has enough power to feed them:
