 - What vlwc model are you talking about (aireos or 9800-CL) ; and include the software version on it ?

 - Version is very old ; go for : https://software.cisco.com/download/home/284464214/type/280926587/release/8.10.190.0
    Also have a checkup of the vwlc controller configuration using WirelessAnalyzer input (procedure) for AireOs controllers 
    and feed the result into Wireless Config Analyzer

 - These days you should go for the mentioned advisory since vwlc and aireos is getting old (use latest/last release provided for those platforms).

Latest release is 8.10.190.0 but check compatibility matrix (link below) to make sure all your APs are supported on 8.10

Regarding your problem with AP not joining: it's not able to discover the WLC.  What discovery method are you using for your APs?  The recommended method is DHCP option 43 but the AP clearly isn't getting that.

A more general thing - when joining a vWLC it's best to make sure you do a factory default reset on the AP first.

There is no version 17 of vWLC.  AireOS only goes up to version 8.10.x
Anything version 17 would have to be IOS-XE (9800 series) not vWLC.

If the AP is running 17.x.x software it will NOT be able to join a WLC running on AireOS 8.2.170.0 - there have been major changes to the CAPWAP protocol.  You either have to install the 8.2.170.0 software (15.3(3)JC15) on the AP manually or upgrade the WLC to 8.5.182.11 or 8.10.190.0 otherwise you will not make any progress.  You will probably also need to do a factory default reset on the AP after installing the old software.

You will probably need to use "debug capwap console cli" before you try the download.

show us exactly what commands you entered and exactly what error you got in response.
If you can't save the ssh/console logs then at least get a screenshot.
