Hi Ersin,
I'm a bit confused by your command. You have both TFTP and FTP options listed for opening the file. You only need to specify one.
Regardless, the fact that it says there is an error opening the image due to permission being denied, I imagine that this is a setting on your TFTP/FTP server. Ensure it's configured to send files, and also ensure that no password or other security is set on it.
I hope that helps!

Is this AP Joined to a WLC? I can see that you are either upgrading from LWAPP to Autonomous or you are upgrading an Automous IOS.
If the AP is Joined to a WLC, can you do the following commands on the WLC:
1. Find out what AP needs to be converted from LWAPP to Autonomous mode by entering the following command:
sh ap summary
2. Enter the following CLI command on the Wireless LAN Controller:
config ap tftp-downgrade
3. The AP will download the software and after a reboot, the AP will be on Autonomous mode.

Is the tar file loaded on the AP? If yes, then you can do the following:
1. Go to Global mode and type the following command: tftp flash:
2. Go to priviledge mode and enter the command "arch tar /x tftp://
The AP should extract the IOS from the tar file. When done, delete the tar file, change the boot sequence and reboot the AP.
If the tar file is not in the AP, you can extract the IOS from the tar file using either WinZIP or WinRAR.
Hope this helps you.
