my AP1231G-E-K9 (configured as WGB) does not connect to a AP1231G-A-K9 (american version, configured as AP).

why the radio interface on the 1231 E is shut down automatically after trying to connect?

APs with different regulatory domains cannot communicate with each other. You have to order the APs based on the regulatory domain that your country belongs to.
