AP1541i - Authenticator sends a wrong radius access-request - Why?

Why is the AP1541 Authenticator sending an incorrect Access-request packet towards the Radius server? It seems the server doesn't know how to respond.

But if I do a "test aaa radius from the WLC - the server response.

 - Is user connectivity for a particular WLAN hampered by this issue ? If not this problem can probably be discarded.

- it works... I change the auth-list to default on the 9800 in the WLAN settings
