So I have C9130axi-b with boot image 8.x.x.x with a controller running 17.14.x and I see alot of read ups saying you need the .tar file listed in the subject line. However my contract doesn't allow me to download it from the website. Entitlement Required is what I am getting. Is there anyway around this error?

We are talking about new devices here as per the versions. You should be supported for who sold it to you in some way. Otherwise, I dont believe you can get around this.

Hello @terrance-mccallum ,
if you have a wireless controller managing the AP, you don't have to upgrade the AP software manually. The wireless controller handles all software upgrades for the joined AP's.
If you do want to download the mentioned AP image you have to have a valid support contract for the access point. There is no way around that.

I do have a WLC issue is it's running version 17.14.x and this AP is so far behind that I get a HDD space error trying to update using WLC supposedly this update fixes the partition size which will enable me to then update through WLC to get it completely updated. I have now reached out to the company who purchased these AP's in hopes they have a account and have access to download this file for me.

- @terrance-mccallum - I have noticed that for some reason the utmost latest CAPWAP release

can be downloaded without a Service Contract. You could try to install that one
manually on the AP. In case of joining a controller with 17.14.x things will be more
flexible , because then it is a downgrade for the AP (only)

Yes that's correct it's documented in the release notes:

You should also be aware that 17.14.1 is a limited support release which will never get any bug or security fixes. You should be running an extended support release 17.12.x, 17.15.x as per the TAC recommended link below, though of course you will need a contract to download that too.

Try downloading 17.16.1 before Cisco fixes this mistake -- The file is downloadable without a valid Service Contract.
