Somebody deleted the AVC profile it seems. Go into each SSID configuration and disable AVC for the SSID. Then save and try to enable it again.

just for anybody to be aware: today during migration from 8,5,151,0 to 8,5,171,0 my client's 5520 lost AVC-profile which previously has been configured on several WLANs. it made WLANs disabled expectedly.
