bandwidth allocation/mgmt between rtr & AP

In a MAN environment, I have a growing user community using the AP connected to a 72xx router. My goal is to provide equal bandwidth to all users. Currently one or two users can monopolize the bandwidth with large up/downloads. I need a scalable solution to perform rate-limiting/traffic shaping without creating an excessive number of config statements in the interface configuration. Is there anything I can implement in addition to using WFQ?
