Marce is right - WiFi is fundamentally a layer 2 technology - the clue is in the name: Wireless LAN.
But many WiFi APs/devices these days also have higher layer technologies built into them like ACLs or content filtering and that kind of thing which could block FTP but that really depends on what equipment you're using and what features you have enabled on that equipment?
For example we've had 2 major customers complain of "WiFi problems" on Meraki networks which were proved to be caused by their indiscriminate and overzealous use of Meraki's content filtering and layer 7 filter features which were dropping their WiFi client traffic.
So what model of access point are you using? Autonomous or lightweight (controller based)? What version of software? How is it configured? What other devices does the client traffic pass through?
