Blocking access to URLs with 9800L?

Hello all,

We have a 9800L wireless controller with several wifi networks configured, including two for guest and mobile clients for which traffic is directed out to a dedicated router + ISP.      Recently a need came up to block access to a certain popular video sharing site, for all clients including these guest and mobile users.    This was relatively easy for our internal clients, on our firewall, but is it possible to block access to select URLs using the C9800 for certain wifi networks?

I did see the options to create URL filters, which can be applied to policies, but I'm not clear if that is the intended purpose for that feature.
