Because the AP has joined the WLC. Once the AP has initially joined then the command is disabled. If you wanted to set this via the CLI, you should power the AP up to a switch that isn't concerted to the network so the AP will not join the WLC. Then you can issue those commands.

I usually would let the AP join the WLC and then use the WLC CLI to set the hostname, location, IP address, etc. much easier that way.

Here is how you can restore to factory

debug lwapp console cli
or
debug capwap console cli
erase /all nvram
undebug all
reload

don't save the config when you reload!

Thanks for your reply.

The Lap  is new and has not join the WLC( the WLC has not connect to the network), we can set the LAP IP address, Controller IP address via command line, but can not set host name, even though we power the lap via AC.

LAP version 15.2(2)JA

following is the error message:

APacf2.c594.0137#capwap ap hostname test

ERROR!!! Command is disabled.

Further more, how to set the location?

That ap must of joined another WLC and perhaps not yours. Like I mentioned, you will have to delete the nvram and set everything again. It's much easier to set this after the ap has joined.
