can we create 9800 WLC and 2500 WLC Mobility tunnel

Can we create mobility tunnel between New cisco catalyst 9800 WLC and existing 2504 AirOS WLC, please find the below details

Cisco 2504 WLC
IOS:- 8.0.101

Cisco Catalayst C9800-L-C-K9
IOS:- 17.3.1

Tunnel is created but the Control and data path is showing down. I did some troubleshooting what can be the issue.

           Look at Table 1 and tab Cisco AireOS-IRCM Interoperability ,  for IOS - XE 17.3.1 aireos version must be at least 8.5.152.103 or above ,

The 2504 does not support mobility with the 9800's.  Search "Cisco 9800 mobility with 2504" and you will find additional information.
