Can we do 2-tier authentication on WLC?

Hi,

   I want users to authenticate via WPA first if failed, they can be re-direct to use Web-Authentication.  Is it possible?

No Its Not possible!!

However you can use WPA and  Auth users and then go to Web auth when you have a valid IP.
