Hi all,
Can wireless client associate AP by existing loading of AP but not by wireless signal strength?

Yes, at least LAPs can but not autonomous APs

Hi Eric,
WLC has a feature called "RRM" Radio Resource Managment. One of feature within this feature set is called "Aggressive Load Balancing". Aggressive Load Balancing is function provided "power" and "channel" are dynamic.
If "Aggressive Load Balancing" is turned on, WLC will monitor the loading of each AP. If there is a AP overloaded, WLC will signal this LAP to reduce its power level. Therefore, the behavior of WLAN client association is adjusted.
