when i reset the device i get the error:
Then i do delete
but the device still can't reset

May not be an issue for you but the IOS APs were prone to flash file system corruption so good to do "fsck flash:" to resolve any issues. Sometimes you might even need to do it 2 or 3 times till there are no errors. Delete any recovered files/folders after each iteration. If errors continue then the flash hardware is probably faulty.
