Is there a way to change a port number for WCS that is already installed and running from say port 80 to port 82?

Are you running windows or Linux?
the apache conf files are buried under the WCS-X.x.x/ directory. For the ssl port under Linux, edit ssl.conf under /opt/WCS4.2.110.0/webnms/apache/ssl (or whatever your version is)
for port 80, edit httpd.conf under
/opt/WCS4.2.110.0/webnms/apache/conf
The files should be the same in either OS, but the locations are different

Easiest way is to take a backup. Then uninstall WCS, reinstall it and set the correct port during installation. Then perform a restore.

That seems like a lot of work compared to editing a conf file and restarting the service

That is the only supported way of changing HTTP port in versions 5.1 and below. Starting with v5.2, this setting is available under Administration --> Settings.
