I never really configured an AP controller but how do you determine at which point in a building or house the device will move over to the next ap becuase in order for me to get them to change i have disconnect and reconnect

I tried disabling the lower data rates such as B G and A but then when i do that it disables the ssid totally and i dont know why it is doing that i am running two 3702I and i am not entierly sure how to decrease the TX power

Make sure you have all the higher data & MCS rates enabled (speed command) - don't disable A rates and G rates should be ok unless you want really small cells. Normally you just want B rates disabled.
and then use the power local command to set Tx power.
