Cisco 9130AXI - Dual 5GHZ Radios Questions

Hey everyone, I just deployed a 9130AXI and the AP is running with 2.4Ghz, 5Ghz, and 5Ghz mode instead of the 2.4 and single 5Ghz 8x8. I wanted to try running in this mode as I think my environment will benefit more with this setup.  As I observe the AP and clients connected, I see all the clients seems to attach themselves to the 5Ghz slot 1 and really nothing connects to the 2nd 5Ghz radio ever. Slot one is transmitting at 18dBm and slot 2 at 2dBM. I am just wanting to know when the 2nd 5Ghz radios come into play. Is there any load balancing mechanism or configuration to make them load balance. I currently have a Cisco 5520 for controller. Can the radios advertise the same transmit power? There doesn't seem to be alot of documentation on how this works?

The secondary antenna is working on a micro/meso cell which means that not only the coverrage pattern is different, but also the maximum TX power use to be at the lowest level, so only most closer clients are able to join and benefit from higher data rates.

In my deployment I do have clients connected to both antennas in lot of them (not all) becuase that decition is made from the client side point of view so is the client who decides which BSSID to connect to.
