Cisco 9800 QoS

Hi I am using WLC 9800 ( hardware based)  and 9166l LWAP .i have enforced qos policies to ap.I basically tried to priorities Video packets.
When i am capturing pacp at controller after connecting the client to WLC, i can see that the traffic is going out with best efforts.

DSCP value is CS0 

Although when i go to Policies i can see that policies are enabled 

I am using only one SSID with One Vlan

Controller and Access point are on same broadcast domain.

Data plane is on the same VLAN.

I have configured WLC  Switch port is trunk and trust COS while Access point is on Access Port and Trust DSCP

Is these anything I am configuring incorrectly.

Is the client sending the correct markings, as the wireless will only keep the markings/ alter them
