What is the best way to create a secondary network on the cisco 9800 to use a different default gateway than the default vlan1 network? Would vrf on the upstream switch be the recommended setup?

Defualt GW in wlc 9800 use only for mgmt not for user.
If you want to separate L3 then this must be done in CoreSW

I believe the answer for your question is Yes although the information your provided seems to be a little bit confuse.
WLC is essentially a layer2 device and you can have as many VLANs as you need. VLAN1 is also possible although Cisco does not encourage the utilization of VLAN1. VLAN1 is not tagged and this need to be taken in consideration prior to using it.
Once you defined your VLANs, you can have different gateway as each VLAN will have a Layer3 interface on your Core switch, therefore. each Layer3 interface will be a different gateway.
You need to properly configure the WLAN (SSID) to use the VLAN you want.
For example, you create VLAN 100 on the WLC and this VLAN have IP addresss 192.168.1.1 on the Core switch. This IP address will be the gateway for the clients that connect to the SSID.
The utilization of VRF is optional, it will depend how you want to organize the routing table on the layer3 switch. You dont actually need VRF but you can use it if you want to seggregate the traffic.
