Not sure what you mean by "last validated version" - it really depends on your requirements and checking the release notes.

For 3650 see https://software.cisco.com/download/home/284850622/type/282046477/release/Fuji-16.9.5 which is the "Cisco Suggested release based on software quality, stability and longevity" although the latest release is https://software.cisco.com/download/home/284850622/type/282046477/release/Gibraltar-16.12.4
Always check the release notes and test before you upgrade.  Be prepared to rollback if you find any new issues.

For 2504 last supported version is 8.5 but you need to check https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html to make sure all your APs would be supported.  If so then TAC recommended release is 8.5.161.0 https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html#anc10

https://software.cisco.com/download/home/283848165/type/280926587/release/8.5.161.0

Again make sure you read the release notes carefully and test.

8.2.161.0 is old and that release is DEFERRED meaning Cisco will not support it. https://www.cisco.com/c/en/us/td/docs/wireless/deferral/Deferral_Notice_8_2_161_0.html
