Client data terminal antenna gain

Please help me to understand the below terms 

Client Data Terminal Transmit (Tx) Power: >=17 dBm.
Client Data Terminal Antenna Gain: >=0 dBi.

It looks like you are referring to the below link:

If so, this just simply means that the client used for testing has a transmit power of 15dBm or more and a no gain (zero gain) antenna.
