CMX 10.4 - Location Based Policy Plans

We are setting up policy plans so that bandwidth is assigned on a zonal basis. We have VIP areas that will have higher bandwidth quotas than the rest.

CMX communicates with the controller using only NMSP and SNMP read /write. So my question is how does CMX apply the bandwidth policies? My assumption is that its SNMP making changes?

Found further document explaining that CMX needs to be setup as a free radius server. So all good.
