Can Connected Mobile Experiences 10.6.4 build a RSA 2048 CSR? My CA will not accept a RSA 4096 CSR.

I can't directly answer your question, but RSA key < 3072 are considered outdated since today:

That means, a CA should not anymore accept any requests smaller 3072 starting today. So I guess it's really time to update your CA.
