CPU utilization WLC always 0 %

at my customer network wireless infrastructure, the cpu utilization always 0 % , is it normal for wlc ?

What is the WLC model and which version is running on the controller

How I see it, if everything is working, then don't worry about it. You will see some CPU hit 99% and be fine, some of the others remain at 0.
