CSCwo39523 - CW9176I gets GPS/GNSS data but not provisioning country

I have this running 17.15.2b, with 9176i , not matter if they find GPS or have another 9176 with its code set to -E , it always failes Sending proximity_request payload

Have you set the country globally and in the AP profile on the WLC?

You do not need to migrate the AP back to dashboard to get the RAF.  You simply need to add the serial number to correctly configured network inventory on the dashboard, then download the RAF file, which you then upload to the WLC.  Then reload the AP and when it joins the WLC (with country correctly configured) it should pick up the RAF assignment, activate the country setting, then reload again.  I've seen it sometimes takes more than one attempt and you might need to force it from WLC CLI too - the process is definitely a little buggy:
