Hello community,
A cisco CW-9166I-ROW has been delivered to me to do the configuration for site survey mode, this it to allow the manipulation of the radios (2.4GHz, 5GHz and 6GHz). For that purpose, I´m using a vWLC with IOS AP version 17.9.4 for configuring the AP, choosing Flexconnect, setting the Country Code to MX, but the result is always with the radios in Operational status DOWN.
Using a newer version 17.12.1 for the AP, I got a similar behavior.
Hereby some screenshots and the error related to Country Code.
For test purposes, I changed the Country code to GB (Site survey mode), and the radios came UP without any problem, I was able to get the radios ON/OFF too.
Is there anything to set / change for get the AP working for Mexico? Or the version ROW is not really to be used for Mexico despite it is indicated in the Wireless LAN Complaince Lookup - Wireless LAN Compliance Lookup (cisco.com)

Please raise a TAC Case. This could be a bug.

As per https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-12/config-guide/b_wl_17_12_cg/m_country_codes.html#Cisco_Concept.dita_6519730d-d802-4a7f-b6a9-4ca15f109ec7 Mexico is not yet supported for 6 GHz band but 2.4 GHz and 5 GHz should still work.
Did you configure survey mode as per the config guide?

Thank you for your answer.
However, I have tried to change to site-survey mode. Only the radio 2.4Ghz is enable, when I tried to enable the 5ghz didn't work. I tried to change the country code and MX was not acceptable, then tried with GB and was acceptable and the radios 2.5Ghz and 5Ghz were able to enable and disable. However we need to work how Mexico (MX). I am not sure if is a bug with the model or what is happened. Due I used the IOS 17.9.4 and 17.12.1.
In an other hand, I connected to the virtual WLC 9800 the AP C9120AXI-A and this one join without any issues.

I have the same issue.... Changing it to GB didn't work for me. Did you get it to work? If so can you share how? I am on 17.9.3

Update to 17.9.5 or 17.12.3 for a start.

If you have configured a WLC 9800 you should validate that also the join profile match with the country, in your case is GB
and then you can double check that it is matching with the TAG

Agreed that definitely looks like a bug! Site survey mode is new and seems to have a whole lot of bugs!
Open a TAC case and they'll have open a new bug for it.
Meantime your only option is to find another country with similar settings to use for your survey or use a different AP for the survey (obviously neither of those options is ideal)
