What is the process for creating DHCP option 43 in Microsoft Windows Server without using any Cisco AP vendor codes so that several different models of AP in the same VLAN can get the IP addresses of the controllers ?

Fairly simple, you just define option 43, you don't go in and do the VCI/Option 60.

Will it let you specify the IP addresses of several controllers when you do this it's generic for any AP then ?

There's no need to specifiy more than one WLC.  When the WLC replies to the discover request, it sends teh AP all the WLC that are in the mobility group, max capacity, and excess availablity.

What if you wanted to specify more for failover reasons in case the one is offline ?   Is there a way to specify four ?

Not to my knowledge.

But again, once the AP has joined one WLC, it knows about all the others in the mobility group.  So if one fails, it will try to join another.  If you configure the primary/secondary/tertiary it will try them in that order.
