I have instead server Windows 2000 with the service DHCP and i have instead the server ACS 3.2. I have a access point with a static address and a client configured with DHCP who communicate with this access point. When the security disabled, the server DHCP allocate a address to the access point but when the authentication LEAP is enable the DHCP failed.
Try disabling LEAP and WEP, then reset the access point back to the factory settings. See if the client gets a DHCP address. If it does, then configure the AP the way you want and set the key interval to zero and put LEAP back on.
