We use the 5508 WLC with Qos to control bandwith per user:
We set 4096 kbps for it but when test on different APs the resurts are not the same.
Some APs can get around 4096 kbps but some APs only get around 1000 kbps
Could somebody help me solve it out ?

Ok, it will be update in next day.
By the way, is there something else would cause this problem?
All APs are on the same WLAN, same Qos profile and same RF profile.

I think maybe some where else which has the option for Bandwidth per AP(or per AP group) which override the Qos Profile that cause this problem because i have tested speed test in some crowed location which have very low bandwidth

Could the number of users affect the bandwidth rate? The AP is Aironet 1852.
